Department responsible for planning, intervention, permits and planning enforcement in the municipality of El Valle. The NN.SS. documentation, application forms and procedures under public consultation are available below.
Review of El Valle’s NN.SS., definitively approved by the CPOTU of Granada on 28 November 2002 and partially adapted to the LOUA (Decree 11/2008), an adaptation that aligns its status with that of a PGOU. It classifies the land of the three population centres —Restábal, Melegís and Saleres— and protects undevelopable land: Sites of Cultural Interest, drovers’ roads, rivers and the Béznar reservoir.
Three broad land categories, each with its own legal regime. It determines what may be built, transformed or protected on each plot.

🌳 The plan includes a distinctive Allotments Ordinance that lists 208 allotments (from 117 to 6,000 m²) spread across the three urban centres, each with its own occupancy and buildability conditions.
Deadlines, charges and ICIO indicative. The amounts in force are set in the municipal Tax Ordinance; check the electronic office before starting the procedure.
New build, extension, modification, structural refurbishment or work on protected buildings. Requires an approved technical project, works supervision and safety coordination.
Interior refurbishment with no structural or façade impact: replacing joinery, tiling, replacing interior fittings and maintenance works.
Minor works with no impact on structure, façades or listed features: interior painting, roof repair without alteration, isolated paving replacement. It allows work to start from the moment of submission.
Mandatory before the first occupancy of newly built buildings and substantial modifications. It verifies that the work carried out complies with the major works permit.

Starting works without a licence or without a prior responsible declaration constitutes a planning offence punishable under arts. 207 et seq. of Ley 7/2021 (LISTA).
Uses, buildability and overall densities set by the plan (adapted NN.SS.) by area. These are the reference parameters for development and permits.

Global parameters of a structural nature. The detailed conditions of each plot (heights, occupancy, setbacks) are regulated in the Ordinances of the NN.SS. and, where applicable, in the Allotments Ordinance.
Planning amendments and processes under public consultation are published on the notice board of the Town Hall and in the BOP of Granada. There may currently be none open: check the notice board for the procedures in force and their deadlines for submissions.
The Town Hall exercises powers of inspection, protection of planning legality, sanction and restoration under Law 7/2021 (LISTA) and Decree 60/2010.

The plan reserves 30% of the residential buildability for social housing in the delimited Execution Units. Access is channelled through the Municipal Public Register of Applicants for Social Housing: registration is the first step to apply for any development.

The only sector with detailed planning is the PP-1 «El Calvario» (Restábal): 42 homes, of which 26 are social housing (VPO).
The allocation of protected housing is governed by regional regulations and the scoring system of the municipal register. For more information, contact the Planning department of the Ayuntamiento.
